AFRICA badly shaken in this 21 Century while the AU engages Diplomatic Silence

 
The African Union who is the main organisation for Africa's development, stability and overall achievements was late in approaching the crisis of Libya and Ivory Coast before the intervention the international community. 

The African Union seems to have failed in its mission, vission and capacity of origin.  The Journalists for African Renaissance wondered why AU could never assist or ask International communities  for assistance on human rights for those civilians who faced a very rough and tough times in the recent political crisis in some African nation. It was a pity that such civilians were without knowledge of advance to prepare for fleeing or running out of their beloved houses.
 
Journalists for African Renaissance felt sorry for African civil societies who have no developed ideology, peaceful environments as well strong organisations to protets their rights and let them live a peaceful life.  Such a situation that has led to the scandalizing of life necessities like Health, Education, Social Development. 
 
According to the statement released by the President of JAR, Moha Farah Jireh, she stated that  "we (JAR) hereby call on the African Union (AU) to implement the origin of OAU establishment in 1964, otherwise Africa will be filled with rebels and rulers with dictator's mentality.
 
JAR takes as an example of all bad events of countries in North Africa, saying "innocent people have suffered and died meaninglessly in the civil wars and the situation can only get worse if the concerned Organisation refuse to take touchable effective steps concerning the crises.

Senegal, AU to set up Court to try Chad Ex-leader (SABC)

Senegal and the African Union have decided to establish an international court to put on trial former Chadian President Hissene Habre on charges of war crimes and crimes against humanity, the AU has said.

It has been agreed to create an ad hoc international court to try Mr Hissene Habre for crimes committed in Chad between 1982 and 1990", a  statement sent to the AFP bureau in Dakar said. Habre sought refuge in Senegal after being overthrown in 1990 by the current Chadian President Idriss Deby Itno. "The government of the republic of Senegal and the African Union will sign as soon as possible an agreement defining the modalities of the establishment of the said court," the statement said.

The procedures relating to this ad hoc international court "will be conducted on the basis of the (financial) resources mobilised during a donors' round table" organised in Dakar in November 2010.

The international community at that time promised to contribute $12 million to finance the trial of Habre. The decision to set up the ad hoc court followed a meeting in Addis Ababa, home to AU headquarters, on Wednesday and Thursday between members of the AU Commission and Senegal government representatives, the statement said

Ethiopia accuses Human Rights Watch of "hidden agendas"

HRW [Human Rights Watch] has been criticizing the press freedom in Ethiopia and many have [been] misled by its web of groundless reports. However, the situation in Ethiopia differs from what HRW is presenting.
Seeing believes! The newspapers in Ethiopia are running their businesses without any interference and criticize the government and other issues in the country with no reservation. There are various private newspapers and magazines in the country. None of them is restricted from running their reporting. They severely criticize implementation problems in various sectors. They also criticize the executive body without any reservation, even using various cartoons. It is right and they need to do it anytime. Every criticism is viewed by the government as constructive indicator to fulfil gaps on its daily roots.
Many international and regional organizations express their witness that the press freedom in Ethiopia is quite good.
Journalists for African Renaissance (JAR) is one among many others that highly praised the efforts of the government of Ethiopia to create conducive atmosphere for media practitioners and ensuring press freedom in the country.
Moha Dahir Farah is the president of JAR. She hailed the efforts made by Ethiopia to work closely with any media in that country so as to enhance democracy and good governance.
"Ethiopia is doing its level best to promote its developmental and democratization efforts by understanding the role the media plays in informing the public," she said.
The journalists and their representatives confirm that there is a press freedom in Ethiopia. The real situation on the ground also witnesses that press freedom is assured both in the constitution and in practice in the country.
Contrary to that reality, HRW has been blackmailing all developments in the country. It seems that the reason has become public secret that assures HRW is very much interested in politics and its hidden agendas than the respect of the rights of people.

Ethiopians Transported To Tunisia From Libya after the crises

Journalist for African Renaissance {JAR}Addis Ababa) - The Ministry of Foreign Affairs said 21 Ethiopians have been transported to Djerba City ofTunisia on Monday in the ongoing efforts to return home Ethiopians living in Libya.
According to a statement the Spokesperson's office of the Ministry sent to ENA on Tuesday, activities have continued strengthened to return home Ethiopians living in Libya and Yemen.

The statement said so far 257 Ethiopians have been transported to Djerba from Libya .

It said the Ethiopians will return home with cooperation of the International Organization for Migration (IOM) as soon as the necessary travel documents are fulfilled.

The government has assigned a diplomat from Ethiopian embassy in Cairo, Egypt to Djerba with a view to facilitating activities to enable the citizens return home.

Similarly, preparations are underway to return home more than 2500 Ethiopians from Yemen, it said.

The Ethiopians are gathered at a Yemeni border town called Haraz, it said, adding, they will return home with the cooperation of the IOM

The government has so far returned home 170 Ethiopians from Yemen, according to the statement.

Uganda oil wells sold for $3 billion

TULLOW Oil has sold part of its oil and gas wells in Uganda to French and Chinese companies at a cost of $2.93b (about sh7 trillion). The firm is to pay $472.7m in taxes before the Government endorses the deal.

Brian Glover, the Tullow Oil Uganda general manager, said yesterday his firm agreed to sell one-third each to China’s National Offshore Oil Corporation (CNOOC) and Total, the French company. Tullow will retain a third interest. “The parties have agreed that on condition of the farmdown (sell) to CNOOC and Total, operatorship shall be determined by the Government of Uganda,” he said.

“Initially, Tullow will act as the interim operator in all the three exploration areas to ensure efficient reactivation of the exploration and appraisal drilling programmes and to allow both CNOOC and Total to establish their presence in Uganda.”

Elly Karuhanga, the Tullow Uganda president, said the deal would help Uganda realise the value of its mineral wealth in terms of employment and investment opportunities.

“We are going to see increased national content as we bring in giants of the oil industry who have the financial and technical muscles to transform the resource for the benefit of Ugandans,” he said.

However, according to Glover, the completion of the transaction is expected within the next four to six weeks subject to the satisfaction of certain conditions. He said the Government has assessed that a capital gains tax of $472.7m is due from the deal, but
this amount is disputed by Tullow.”
Tullow will pay 30% of this amount ($141.8m) within five business days of the sales of CNOOC and Total completing payment,” Glover said.

“Tullow will then follow the normal tax dispute resolution process in Uganda. The material part of the dispute focuses on the validity of the capital gains tax exemption in block-2.” Glover said Tullow has already filed objection to the Tax Arbitration Court in Uganda and expects the issue to be resolved in 12 months.
We need to have a transparent process and arbitration is a legal process. If we lose the case, we then pay the remainder of $330.9m,” he said. The other condition is that Tullow pays $313.4m to Uganda Revenue Authority (URA) as taxes that accrued from a $1.35b Heritage transaction.

This figure also includes a potential tax associated with an additional contractual settlement amount of $100m.

This money is part of the disputed tax left that arose from the earlier $1.35b transaction between Tullow and Heritage Oil. Heritage had deposited only $121m out of $404.5m tax assessed.

It preferred to deposit the balance of $283m in an escrow account awaiting arbitration hearing.

URA issued agency notices to Tullow under the Income Tax Act.

URA has demanded that pending the resolution of the capital gains tax dispute, Tullow pays the money.
The tax amount is relatively very small compared to the investments that we are bringing in the country,” Glover said.
We do not want to delay such investments and we are making security payment upfront so that the deal moves forward,” he said. Tullow expects the energy minister to grant a production licence.

Mali Prime Minister resigns

 {Journalist for African Renaissance} Mali Prime Minister Modibo Sidibe has resigned after more than three years in the job, officials told AFP Wednesday, in a move that comes just over a year ahead of presidential elections.
No reason was immediately given for his resignation and a new government was expected to be announced, officials in the president's and prime minister's office told AFP.
Sidibe, who was appointed prime minister in September 2007, handed his resignation to President Amadou Toumani Toure who accepted, they said.
The 58-year-old is considered close to Toure whose second and final term ends in 2012.
None of the officials provided an explanation for Sidibe's resignation, nor commented on his possible replacements.
"President Toure will want to put new wind in the sails of the government," said a member of the presidential entrourage, who declined to comment further.

Libya's foreign minister defects - Moussa Koussa resigns in UK (JAR}{Journalists for African Renaissance}

Moussa Koussa, the Libyan foreign minister, has defected to the United Kingdom, the British foreign ministry has confirmed.
The ministry said in a statement that Koussa had arrived at Farnborough Airport, in the south of England, on a flight from Tunisia on Wednesday.
"He travelled here under his own free will. He has told us that he is resigning his post. We are discussing this with him and we will release further details in due course," the statement said.
Later then this news he appeared to the media and decleared his resignation, its big sarrow for Ghadafi and his powerful government which mannaged since the beggining og the people's uprising to let him go , though Libya has only now the support of Traditional cheifs of Africa & very few African leaders who survived in the oil & petroleum prejects.
"We encourage those around Gaddafi to abandon him and embrace a better future for Libya that allows political transition and real reform that meets the aspirations of the Libyan people."
It added that Koussa was one of the most senior officials in Gaddafi's government with a role to represent it internationally,
Arms debate: Britain hosted an international conference on Tuesday that piled pressure on Gaddafi to quit and pledged to continue military action against his forces until he complies with a UN resolution to protect civilians.
At the London meeting, the question of arming Libyan rebels moved up the international agenda, although both Britain and the United States said they had taken no decision to supply arms.
On Wednesday, David Cameron, the British prime minister, repeated that line, adding that UN resolution 1973 allowed all necessary measures to protect civilians.
"Our view is that this would not necessarily rule out the provision of assistance to those protecting civilians in certain circumstances," Cameron told parliament.

Tunisia's new electoral chief threatens to resign (New African)

The head of Tunisia's new electoral commission threatened to resign on Wednesday as members rowed over the appointment of a minister seen as close to ousted strongman Zine el Abidine Ben Ali.
Yad Ben Achour had to suspend the raucous meeting after most of the commission members demanded that the panel issue a statement criticising Habib Essid, who was appointed interior minister on Monday.
The commission members said Essid was too close to Ben Ali, who was ousted in January by a popular uprising.
Ben Achour accused the members of trying to sabotage the work of the commission, which is tasked with drafting an electoral code and a new constitution to be presented to a constituent assembly to be elected in June ahead of democratic elections in July.
It includes representatives of political parties, civil society and experts in constitutional law, and is due to be expanded to include more representatives of groups that took part in the January uprising.

SOMALIA SUCCEEDED IN COLABORATION WITH AMISON EXTRMISTS FIGHT & EXTENDS ITS MANDATE ONE MORE YEAR!.

JAR -  The U.N.-backed Transitional Federal Government of President Sheikh Sharif Ahmed controls part of the capital, and AMISOM -- AU troops from Uganda and Burundi -- is fighting to keep two hardline Islamist insurgent groups from taking over the rest.
 In a joint statement to field commanders, the chiefs declared that both Burundi and Uganda had committed the additional 4,000 troops mandated by the U.N. in December and that they were already heading for pre-deployment training.
"Each country has pledged a further 2,000 troops and anticipate an efficient deployment around the middle of the year." Burundi has already deployed 1,000 of the 4,000 extra troops in mid March.

 AMISOM said it now had over half of Mogadishu under its control though the transitional government of Somalia who suppose to leave the power as planned previosly mid 2011 extended its mandate time one more year!.

Ouattara rejects AU envoy

The internationally recognized President of Ivory Coast rejected an African Union representative appointed to resolve the country's political crisis Saturday, saying he was too closely associated with incumbent leader Laurent Gbagbo, who refuses to leave power.

Alassane Ouattara said that AU High Representative Jose Brito - a former Foreign Minister in Cape Verde - was not acceptable because he is not a former head of state and because of his personal and political ties to Gbagbo.

"Considering his personal relations and his political acquaintances, known to all in Ivory Coast, with the outgoing President Laurent Gbagbo ... the President of the Republic of Ivory Coast rejects Mr. Jose Brito,
The move leaves the future of any negotiated settlement in doubt as Ivory Coast slides toward open civil war, with daily battles in the streets of the capital, and youth being enrolled en masse into the army.

The African Union reconfirmed its endorsement of Ouattara as legitimate President earlier this month, but didn't name its envoy, charged with implementing the resolution, until Saturday. The original resolution stipulated that the representative would have 14 days, a delay that expired last week, to complete his work.

A western diplomatic source said that several African heads of state were approached by the AU, but didn't want to become involved in the degenerating situation in Ivory Coast. The source spoke on condition of anonymity because of the sensitivity of the issue.

More than one million people have fled their homes amid the daily violence in both the economic capital of Abidjan and along the western border with Liberia, the UN said last week. At least 462 deaths have been confirmed by the UN, but Ouattara's camp says that almost double that number have died.

Gbagbo's security forces have been accused of using heavy weapons against civilians, killing seven unarmed women earlier this month with machine guns and at least 25 people when mortars were fired on a crowded market in a separate incident.

On Saturday, about 10 000 people rallied outside the presidential palace in Abidjan. Their leader, the "street general" Charles Ble Goude, who is also a minister in Gbagbo's government, called for the rally as a show of the thousands of Ivorians willing to die to protect their president.

JAR Applauds Ghana and Ethiopia’s efforts to Maximize Media

Journalists of African Renaissance (JAR) applauded Ethiopian‘s and Ghana’s efforts to work closely with medias concerning the developmental and democratization issues being undertaken in Africa.  The two African nations are better in their efforts to use media for enhancing democracy and good governance and respecting the freedom of media, they said. “Ethiopia is doing its level best to promote its developmental and democratization efforts by understanding the role Media play in informing people on what is going on around, President of JAR Moha Dahir Farah stressed.

In her exclusive interview with us, she said that some emerging democratic nations in Africa like Ghana and Ethiopia are doing better to make amendments in media through giving due respect so that the medias can participate in promoting peace and development within the continent. The Journalists of African Renaissance who actively participated on Africa’s historic movements trainings held in Accra Ghana recently have observed the amendments of Ghana constitution on media context, she said.

According to the organization’s President, it was such historic moment for her to witness Land of Kwame Nkrumah which she calls an African Freedom Fighter from the colonial period. Moha says what really impressed her was the fact that the media is recognized in this country by some of the officials like what I could observe the freedom of media in Ethiopia. She said, Ghanaian President H.E Rawlings admitted to me that the media has the capacity to influence the mass positively and can close its door to dictators in which he said is the bridge between mass and government.

Ms. Moha Dahir Farah also says she was keen to meet the former head of state and other history carriers of Ghana and that of Ethiopian government like Minister Bereket Simon  of Communication Affairs who are committed to promote the African media understanding the role that media plays in building democracy and good governance. She said, the media are trying hard in the continent to have capacity to cover the events bit by bit but still lacks the experience, knowledge and advantage unlike the Western Media, who has opportunities all time available for them. She then call on some African governments to have adequate budget their media’s yearly so the countries and Africa as a whole can develop.

Moha D. Farah said Africa is developing but there is no much investment on African media so far. She therefore for collaboration between the government and the media which can lead to peaceful, stable and developed Africa. She also thanked Ethiopian Minister of Information Mr. Bereket Simon and underlined that he is a person proving his readiness to develop Ethiopian Media and welcomes all African Media to Ethiopia with open hands of hospitality. She likewise praises the government of Ghana for their commitment towards media freedom. “Africa is making rapid political, social and economic advances,” she said, “we, African journalists, must work to promote these values by informing the public”.  JAR was founded two years ago in Addis Ababa under African Union referendum of 12 extra ordinarily section.

Ethiopia Declared no Tension over Upraising Civilians and called the issue in Yemen a "Heaven for Extremist"


The Ethiopian government has declared no tension over the upraising civilians in the country. Commenting about Yemen issue in a press conference, the Prime Minister Mele Zenawi described it as "Heaven for Extremists". He also stated clearly that what happened in Ethiopia is not at all like what is happening in North of Africa and the rest of Arab world. 

 

The Ethiopian Prime Minister made known his agenda of developing and also shows sorry for Yemen case. He likewise pointed out that the extremist can see it as heaven's chance to play.
He later confirm that civil uprising can never take place in Ethiopia because the government holds three elections and it was people that brought EPRDF into power with their own freewill.

AU Special Envoy for Somalia, former President of Ghana Mr. Rawlings hold talks with the EU Representatives for Kenya & visited injured Soldiers of Amison in Somalia in Agakhan Hospital


AU Envoy clears in UN Special Representative for Somalia, Ambassador Augustine Mahiga's efforts to create a common strategy for Somalia’s partners is officially supported by him..

 ADDISSABABA-ETHIOPIA. The former president of Ghana republic who was nominated to be the hight representative of the African Union for Somalia  called  a meeting for the European Delegates in Nairobi, after visiting Agakhan university  Hospital which is African Union Mission in Somalia (AMISOM)

Mr. Jerry John Rawlings accompanied by former ECOMOG Force Commander General Arnold Quainoo, doctors at the hospital, AMISOM and United Nations officials interacted with the injured and congratulated them for their bravery. President Rawlings also expressed his intention to seek a review of the compensation package for injured AMISOM troops to serve as motivation and match their conditions to internationally acceptable standards.
 
President Rawlings was in Nairobi to participate in a technical meeting on AMISOM requirements, which took place in Nairobi, he shown the injured soldiers sympathy and promised to them in World wide assistance is asured by the AU, UN ,EU and also international concerned community, Presidnet Rawlings shown  commitment to the EU and asked them to colaborate with Peace making in Somalia, the situation is not really helping any one, therefore we need to show strong unity, commitment with united agenda to prevent any further crises to take place said in a speech he made for the EU representatives in Nairobi.We were also able to launch a number of initiatives for the promotion of peace, security and stability on the continent, including peace support operations. I have no doubt that, in the coming years, we will make further progress in the implementation of our Peace and Security Partnership, building, on the outcome of the 3rd Africa-EU Summit held in Tripoli, last November said President Rawlings.

AU special envoy for Somalia talked in his speech the prevailing political developments, the challenging security situation and deteriorating humanitarian crisis in Somalia, in spite of our collective and courageous actions, requires that we further intensify our efforts in Somalia. As you are aware the Transition Federal Government forces and AMISOM troops have been expanding their areas of influence in Mogadishu but our forces are facing political challenge, where the International Community does not speak with one voice when dealing with the Somali partners, especially on issues relating to the end of the Transition. A military strategy cannot succeed if it is not backed by a strong political strategy. We will support the United Nations Secretary General’s Special Representative for Somalia; Ambassador Augustine Mahiga in his efforts to create a common strategy for Somalia’s partners.

Secondly, as TFG and AMISOM forces expand their area of control we will need more troops and it is imperative that the issue of Contingent Owned Equipment (COE) is addressed to encourage more countries to contribute forces. Additional forces will allow AMISOM to operate more efficiently in the capital Mogadishu, but also in other parts of the country.

AMISOM forces also need a level II hospital to cope not only with the medical needs of its forces but also to treat more Somali civilians including wounded insurgents. This is important to us because it’s our moral obligation.

Thirdly, the United Nations Humanitarian organizations and other aid agencies are not doing enough to provide assistance in the areas secured by the TFG and AMISOM forces in Mogadishu. There is an urgent need for Quick Impact Projects in the liberated areas so that the populations in those districts can start enjoying the dividends of peace. A Trust Fund to support these projects would help to address more rapidly and efficiently the needs on the ground.

Finally, we must ensure the sustainability of friendly forces such as Ahlu Sunna Wal Jama (ASWJ) currently doing well in the Central Regions and in Gedo and to urgently set up a programme for those who may want to stop fighting and return home. Local administrations doing well to build governance institution and peace must also be rewarded.

Even as we mobilize resources for AMISOM to tackle the rebels and mercenary elements who are fighting with more sophisticated weaponry and creating an atmosphere of insecurity and fear it has to be said that we are not in this business to fight a war but to seek and enforce peace. I will therefore continue to do everything within my power to offer overtures to the factions in Somalia for talks towards lasting peace.

AU envoy for Somalia  shown extra mile commitment after heavy attakcs of Alshabab & TFG with the assistance of AMISON troops took place just last week by saying soon he will teravel to Somalia to observe the reality on the ground!

Mr. Jerry John Rawlings its necessary to reconnect with the grassroots and not to leave out our brothers, cousins and nephews who have found themselves also engaged in this senseless civil war.

The AU envoy for Somalia declared in very  serious concerns have also been expressed about the President of Somalia’’s unilateral decision to remove the three security chiefs in the heat of combat. Jerry John Rawlings called again broader consultations before such a critical decision was made. We call on the Parliamentarians and the Elders to play their role and for the President to consult broadly on future nominees

He  appealed to Somalia people which committed to fight for life time to restrain the use of arms to intimidate, terrorize the citizenry of their own country and to return to the age old use of dialogue as means to iron out our grievances.

The growing donor fatigue and irritation is not lost on us. We will do everything possible to recoup on lost time of Somalia concludes his speech Mr. Rawlings special envoy of the African union to Somalia.

President Rawlings should advice Ghadafi of Libya about West African History

West Africa was the first revolutionary of Africa in 1972 to late 70s! Ghadafi should respect his people like the way President Rowlings of Ghana respected and handed over power smoothly.

What  goes around comes Around! its time for North of Africa, Revolution started from West Africa in different scenario so leaders should accept the reality, Says Moha Farah Jire, JAR's President.
President Jery Rowlings of Ghana left  Ghana with history and name of democratisation with out killing or damaging the image of the continent.
Journalists of African Renaissance 's chair madam Moha Farah Jireh called President Ghadafi of Libya to understand time has arrived and he should deal with it nicely, respectively with the North of Africa region. People are dying and Africa is demolishing its little achieved name through the time.

The same thing of North Africa took place in West Africa in military coups and they have suffered!
JAR respects the interest of the continent widely and respectively says Moha Farah of Journalists for African Renaissance who talked to Ghana Media in Cape Coast Ghana, after she visited the Slavery Castle of Cape Coast. JAR President Moha Farah Jire Meets Ex-President Jerry Rawlings in Ghana

As part of her visit to West Africa, the President of Journalist for African Renaissance Moha Farah Jire met with the former President of Ghana, Ex-President Jerry Rawlings in Accra, Ghana. The meeting which was part of her mission to foster political stability, security and social development in African countries was a great success as many important issues were shared.

Madam Moha Farah Jire is the President of the Journalists for African Renaissance which has been in existence for about two and a half years and was created for the African Union summits which leaders meets twice in a year. The association was founded by journalists from across Africa who felt that they can help develop early warning system for political crises in Africa that are often ignored until they break out.

JARs President on a 2-week Visit to West Africa

The President of Journalists for African Renaissance (JAR) Moha Farah Jire is on an official visit to West Africa.
